The Committee on Government Organization moved to amend the bill on page one, section seven-a, line three, by striking out the words “should be so” and inserting in lieu thereof the words “shall be”;

And,

On page one, section seven-a, line six, by striking out the word “that” and inserting in lieu thereof the words “the five-year”.
